GRIEVANCE MECHANISM – WOMEN CELL & ANTI-SEXUAL HARASSMENT

The Women’s Cell & Anti-Sexual Harassment Cell of Poornima University was established in 2012 in accordance with the directions issued by UGC and MHRD, and Supreme Court ruling of 1997 on the issue of sexual harassment in the work place. It has formed to empower and uphold the dignity of Women at work. The University aims to provide and maintain a dignified, safe, congenial working and learning environment for women employees and students free from gender discrimination and sexual harassment. It further cultivates the atmosphere where men and women work together towards the growth and prosperity of the institution in a safe and healthy academic environment.
The Women Cell & Anti-Sexual Harassment Cell is headed by a senior female faculty member and its main functions are:
  • To look after all the activities and issues related to women at Poornima University.
  • To create an Anti Sexual Harassment Committee for dealing with cases of sexual harassment.
  • To organize activities/seminars/etc. for sensitizing faculty and students about gender issues.
  • To look into all the grievances of women students/employees of Poornima University.
The functions of the cell are to purely safeguard the rights of female students, faculty and staff members of women and also to provide a platform for sorting of the complaints. The Cell also tries to incorporate hygiene habits and ensure a healthy atmosphere in and around the University. It tries to equip them with the knowledge of their legal rights and solution of their grievances.
Objectives:
  • To create awareness amongst the students about the problems faced by women due to gender inequality issues and inculcating high values through liberal education.
  • To create a sense of responsibility in the students to acquire healthy study and work culture in the University.
  • To motivate girl students along with women faculty and staff in the University for enhancing the self-esteem and self-confidence.
  • To provide a platform to the students and women employees to participate in and interact with others on gender related issues.
  • To make students aware about the guidelines of Supreme Court and to ensure that sexual harassment is treated as an unacceptable social behaviour within the institution and the society.
  • To motivate faculty members to strengthen their academic research and general awareness activities to provide the students with refined techniques and help them to find solutions for the existing deeply rooted problems.
  • To impart ethical values and transform the students into a balanced personality through proper guidance and motivational sessions for harmonious functioning of the society.
  • Continuously reviewing and monitoring safety and security measures for female employees and girl students.
  • Inculcating entrepreneurial attitude among young girls at the earliest so that they can be “job givers” rather than “job seekers.”

Quorum And Frequency Of Meetings:
  • The Women Cellshall meet at least twice in a year.
  • One third of the members of the women cell shall constitute a quorum, In case the quorum is not complete, the meeting shall be adjourned for half an hour. The meeting shall be reconvened after half an hour at the same venue. Neither the quorum nor the notice shall be necessary in the case of adjourned meeting.
  • In the absence of the Convener, the senior most shall chair the meeting.
  • Every notice calling a meeting of the women cell shall be sent to every member of the women cell.
  • Agenda Notes shall be sent to every member of the women cell three clear days before the day appointed for meeting.
  • The Convener may call for special meeting when deemed necessary.
  • A complaint register will be maintained.
  • A report will be sent to the Pro- President every month indicating ‘Nil Complaint’ or with details.
Mechanism For Handling Grievances:
  • Complaints of sexual harassment shall be lodged with the Committee.
  • The victim can lodge a complaint through email, by filling a form, or by a telephone call to the Convener or a member.
  • The complainant’s name and identity will be kept confidential.
  • Only victim / parents / heir can file a complaint.
  • All complaints to be taken in the writing in complaint form. If it has been proved that the offender has indulged in sexual harassment, appropriate punitive action will be taken against them, irrespective of their status in the University whether staff, faculty or student.
  • Such complaints should be taken up by the Committee for resolution through mediation, conciliation, as promptly as possible, but by no later than two days after the complaint on the alleged incident is received.
  • Normally, a complaint should be lodged within a week after the incident. In special circumstances, the time limit for the submission of complaints may be extended to a month.
  • The complainant is at liberty to withdraw the complaint at any stage of enquiry, provided such withdrawal is made independently and under free will. The enquiry may be terminated on receipt of the request for such withdrawal.
  • The Committee is empowered to terminate the enquiry proceeding and to give ex-parte decision on the complaint, on valid grounds.
False/Baseless Complaint
If the enquiry committee finds no merit in a complaint, the Chairman of Committee may issue a show-cause notice to the complainant requiring him/her to explain within three days as to why disciplinary action should not be taken against him/her. In the event of a negative insufficient or unconvincing explanation, Committee shall pass on the papers to the Vice Chancellor, Poornima University for imposing appropriate penalty in order to exclude the possibility of recurrence of such motivated complaints.
